Civilization on Mars?

Last week we had a space subcommittee hearing on planetary flagship missions (Mars Rover 2020 and Europa Clipper). Generally these hearings are pretty drama-free, as space tends to be a fairly bipartisan topic-- but that doesn't mean they're boring.
